Harris County Commissioner Rodney Ellis announced the launch of Plan Together, five new mobility programs for Fiscal Year 2026, designed to improve safety, accessibility, public health, and resilience with equitable investments in infrastructure across Precinct One. These programs reflect Commissioner Ellis’ commitment to making communities safer and more sustainable for today and tomorrow.
“This program follows our equitable approach to bring the same basic level of service to every neighborhood,” Commissioner Ellis said. “No matter your zip code, everyone deserves access to roads and sidewalks that are safe, well-lit, and resistant to flooding.”
The five Plan Together mobility programs were created to directly address community needs through an open application process. Constituents, school leaders, and community groups are invited to apply to bring critical improvements to their neighborhoods.
- Orphan Roads Program: Provides support to adopt, improve, and maintain roads that currently lack legal ownership or maintenance responsibility.
- School Safety Program: Empowers school leadership to request infrastructure upgrades that make it safer for students to walk and bike to school.
- Street Lighting Program: Expands access to roadway lighting that improves neighborhood streets and public safety.
- Neighborhood Traffic Calming Program: Introduces speed-reducing measures on residential streets to decrease crashes and improve safety.
- Partnerships Program: Offers funding opportunities for community-led projects, with details launching in early 2026.
Each Plan Together program follows an annual application cycle, with deadlines varying from February through August 2026. Applications will be reviewed and scored, and the highest-ranking projects will be selected for funding and implementation.
