As the nation observes National Homeownership Month, The Office of Commissioner Rodney Ellis is spotlighting both the significance of homeownership and the challenges many residents face in achieving it.

According to the recently released 2025 State of Housing in Harris County and Houston report, the average resident in Harris County would need an additional $129,763 beyond their current financial means to afford a home. The report highlights how the rapid rise in land and home prices continues to outpace wage growth, deepening the region’s housing affordability crisis.

Homeownership has long been recognized as one of the most effective tools for building generational wealth, yet access to it remains deeply unequal across racial and economic lines. In 2023, homeownership rates in Harris County were highest among White residents, followed by Asian (65%), Hispanic (52%), and Black (37%) residents—underscoring persistent gaps that have yet to be meaningfully closed.

In response, Harris County has ramped up efforts to expand access to affordable homeownership, especially for historically underserved communities. One major initiative includes the Harris County Community Land Trust (HCCLT), a program designed to provide shared equity homeownership opportunities and preserve affordability for generations to come. In May 2025, the county celebrated the success of two new homeowners who purchased homes through the HCCLT program.

To date, the county has invested more than $12 million in affordable homeownership opportunities using federal funds from the American Rescue Plan Act (ARPA).

Beyond the Land Trust, Harris County offers a suite of housing programs through its Housing and Community Development Department:

  • Single-Family Reconstruction Program: Rebuilds unsafe or uninhabitable homes for low-to moderate-income households.

  • Single-Family New Construction Program: Connects families with affordable new homes within the Harris County service area.

  • Home Repair Program: Provides critical repairs to ensure the safety and habitability of existing homes.

  • Credit Counseling and HUD-Certified Homebuyer Education: Prepares residents for successful homeownership through financial literacy and counseling.

  • TDHCA Texas Homebuyer Program: Offers down payment and closing cost assistance to first-time buyers.
